"The IFC allow the transfer.." Shouldn't this read "The IFC allows the transfer.."? Shouldn't "allow" be plural?

"... BIM as a facility of well understood information exchanges, ..." I am struggling with the term "facility" here when defining the scope of BIM. The summary on page 19 (lines 18-20) seem clearer - the term facility used as an adjective to describe a type of requirement. Are we trying to say "... BIM as a collection of well understood information exchanges, ..."?

The CIS/2 -IFC harmonization work was done only by Georgia Tech and NIST as far as I know.  There are no 'various others'.

BIM Implementation Requirement appears to be a subcategory of BIM Scope (in larger font) on page 22.  If so, the title should not be italicized.  If not, and this is on the same level as BIM Scope, the font size should be increased to match.

North American BIM Localization appears to be a subcategory of BIM Scope (in larger font) on page 22.  If so, the title should not be italicized.  If not, and this is on the same level as BIM Scope, the font size should be increased to match.

Outcome of NBIMS Initiative appears to be a subcategory of BIM Scope (in larger font) on page 22.  If so, the title should not be italicized.  If not, and this is on the same level as BIM Scope, the font size should be increased to match.

Areas of Immediate Activity appears to be a subcategory of BIM Scope (in larger font) on page 22.  If so, the title should not be italicized.  If not, and this is on the same level as BIM Scope, the font size should be increased to match.

Stakeholders in BIM Use and Information appears to be a subcategory of BIM Scope (in larger font) on page 22.  If so, the title should not be italicized.  If not, and this is on the same level as BIM Scope, the font size should be increased to match that of BIM Scope (pg. 22) and Summary on this page, line 39.

When referencing the value from the NIST study I'd suggest citing it as an estimated value as in "estimated at $15.8 billion" - we obviously don't know what the actual value is.

 Shouldn't it read "moved toward BIM"? I don't think we've arrived yet.

Same comment I made at c2.1/p20/l3 - 15.8 billion is an estimated value. Also' shouldn't you reference the study that produced the estimated 15.8 billion figure?
