While the discussion of model view definitions is useful from a conceptual point of view, the inclusion of model view definition work to be accomplished within the context of NBIMS demonstrates that NBIMS is not fully integrated within the larger IAI point of view.  Creation of model views is the domain of the IAI Implementers Support Group.  The IAI-ISG already includes all major software and many minor software firms.  Certification of model views has been successfully accomplished by the IAI-ISG.  There is no reason why a duplicate functionality need be created by the NBIMS, OGC or any other group when there is already a successfully operating group, the IAI-ISG.

Given the level of detail provided in other sections of the Version 1, Part 1 document, the level of detail provided in the model view section is beyond that needed to provide an overview of the model view development concepts.  This section should be signficantly reduced in length.

5.4, 118-on

The inclusion of client-specific examples and information within any NBIMS document is inappropriate. 

Specific examples are appropriate in a means-and-methods document, to be produced later, if the examples were part of the NBIMS process.  The example provided is owner-specific requirements that reflects the requirements of a single agency at the federal govt. level completed outside the context of the NBIMS effort.  If early design examples are appropriate to be included then they, should could have been provided using the IAI, IAI-NA, and NBIMS developed Pilot Early Design standard found in Appendix A of NBIMS v1, part 1.
